Mt. Laurel, NJ / August 2, 2012 / PRICE Systems, L.L.C. announced four staff members have been honored by ISPA/SCEA. Bob Koury, F. Gurney Thompson and Zach Jasnoff were sited with "Best Paper" awards and Arlene Minkiewicz was given the prestigious Freiman Award for Lifetime Achievement at the 2012 International Society of Parametric Analysts / Society of Cost Estimating and Analysis (ISPA/SCEA) Joint International Conference.
At the joint conference and training in Orlando, FL, two papers presented by PRICE staff were hailed. Zach Jasnoff, V.P., Professional Services, presented Will-Cost and Should-Cost Management: It's Not Business as Usual. Presented in a case study approach, Mr. Jasnoff shows how your organization can implement a comprehensive framework for Should-Cost and Will-Cost Management. Based on an April 2011 memorandum by the Under Secretary of Defense for Acquisition, Technology & Logistics, this paper explores benchmarking using cost research knowledge based on military and commercial programs and specific program history, supply chain concepts to analyze and understand impact of competition and cost incentives, robust capability to quickly select alternative technologies/materials and quantify impact on lifecycle costs and understanding key technology and schedule parameters and their interaction on cost.
Robert Koury, Senior Cost Research Analyst at PRICE, and F. Gurney Thompson, Cost Analyst were awarded "Best Paper" for their submission of Designing a Conceptual Framework for Estimation and Analysis of Total Ownership Cost. In response to the push for greater efficiency and productivity in Defense spending that resulted in an increased focus on affordability analysis, Mr. Koury and Mr. Thompson explore the development of a conceptual framework for estimating total ownership of cost (TOC) in support of a broader audience, from the acquisition community to program managers and even as a decision support tool for entities such as Congress, DoD Financial / budgetary community, and G-8 Program Analysis & Evaluation.
PRICE Chief Scientist, Arlene Minkiewicz, was presented with the 2012 ISPA Frank Freiman Award for life time achievement at the ISPA/SCEA Joint International Conference & Training Workshop in Brussels, Belgium in May. Ms. Minkiewicz was commended for making numerous outstanding contributions to the applied aspect of parametric modeling, parametric cost estimating, applications of parametrics, and promotion of parametric since the early 1980"s. In the award application, Ms. Minkiewicz's experience was noted: "A look back at her career one is hard pressed not to recognize the accomplishments and their significance. A scientist, a pioneer, industry expert and evangelist. These are facets of a career founded on consistency and dedication that is unmatched in the industry."
