Quality Control Plan

PRICE Systems is a world leader in providing integrated program management decision-making solutions, project management, and process improvement. Particularly, PRICE is focused on successful Program Affordability Management. Successful Program Affordability Management is the ability of government program offices to manage their programs successfully.

The PRICE Systems Team

PRICE Systems is joined by JKJ Engineered Technologies and AMSEC, LLC (the PRICE Team) to bring a team of expertise to SeaPort-Enhanced. The blend of solid management, financial, and engineering expertise brings a world-class capability to bear on the NAVSEA, Navy, and DoD efforts.

The following diagram shows the PRICE Team. PRICE Systems is a global company, so we have many processes in place to pull together experts from all around the world. Those same best practices will be used to facilitate the SEAPORT-E team.

Integration, Best Practices, and Cost Savings

The PRICE Team will be integrated together through the common program office located in Rosslyn, VA. This is the hub of the PRICE Government Solutions Division and all the needed overhead and management support is located in Rosslyn. Corporate support is located in Mt Laurel, New Jersey. PRICE Systems has offices around the world, so integrating large dispersed teams for projects and task orders is a common PRICE System best practice. We do this through a fully integrated email system that is firewall protected, video conferencing, and special activities, such as "lunch-and-learn" video conferencing to pass lessons learned throughout the team. By incorporating a lot of these best practices into our daily routine, our customers save money on travel as well as getting the benefit of best practices throughout the Government Solutions Division.

Monitor and Maximize Quality

Diverse Program requirements call for a robust and scalable methodology for managing quality from the simplest to the most complex task order. When a team that is comprised of different companies, the quality expectations can be as numerous as there are participants. PRICE Systems will tailor its Quality Plans for each task to ensure every team member, on every task order, follows a consistent and disciplined approach. Stemming from our internal commercial best practices, the approach offers the ability to manage key quality elements in a large Program with a diverse solution-set. The plan serves as a component of Project Management. The following key elements are included in each Task Order Specific Quality Plan, and are tailored based upon project size and complexity:

Responsiveness and Cooperation with the Customer

Our approach is simple: Develop a team and team structure that fully embraces and will employ processes that require customer relations, feedback and satisfaction that is required of our subcontractors, across the team. Continue operating without interruption on day one following award and recruit high-quality personnel to meet the need.

PRICE Systems Team managers are empowered and equipped to make and execute the immediate solicitation requirements, efficiently respond to customer needs, and maintain an open communication structure. Our highly professional employees, and proven processes and tools will consistently deliver the needed products and services and will ultimately provide the most effective solutions.

PRICE Systems implements performance management through customer feedback. We develop and monitor performance management metrics. These metrics are continuously maintained by local personnel and reviewed periodically by upper management to enhance and manage our performance throughout the life of the contract. The following measures are taken to ensure our responsiveness and cooperation:

In addition, these metrics form a solid baseline from which to develop more specific, Task Order (TO) driven metrics as orders are placed against the contract. These second tier metrics are derived from the areas cited above as they pertain to the individual TO.

Approach to Problem Resolution

PRICE Systems will maintain an accessible management team that will be available at all times to resolve any customer issues. By maintaining a close link with the customer and the team, we will be able to resolve any problems quickly and efficiently. Our goal is to recognize and stop all problems before they become an issue.

PRICE Systems provides the customer with regular insight into our cost, schedule and performance status throughout the life of the contract. In order to do so, we employ comprehensive measures to monitor and contain cost, minimize risk, and deliver timely quality products and services. We have made significant investments in our people, processes, and tools to ensure we maintain superior program performance throughout every aspect of the contract.
