Daryl Webb Honored by International Cost Community


MT. LAUREL, New Jersey - July 15, 2003 - The International Society of Parametric Analysts (ISPA) honored Darryl Webb at this year's Joint conference with their highest honors - the Freiman Award.

The Freiman Award is named after the father of parametrics, Frank Freiman, and is awarded to those individuals who have made outstanding contributions to the theoretical or applied aspects of parametric modeling.

Mr. Webb was recognized for his lifetime contribution to the growth and development of the cost estimating community and his continued dedication to his customers and his country.

Since 1979, he has worked on more than 60 spacecraft systems, from the Global Positioning System to sensors, interplanetary spacecraft, launch vehicles, major space station components and the current space shuttle. Mr. Webb testified as an expert witness for the Federal Claims Court, concerning cost model theory and calibration on spacecraft. His experience also includes the development of analytical models, expert systems, and methodologies for the determination of technology forecasting, technology insertion, packaging trends, design efficiency, reliability, and improvements in methods and processes. Responsible for the development of more than 220 independent cost assessments, Mr. Webb's projects have encompassed the full range of environments - from naval to spacecraft, structures to electronics, components to systems integration and the analysis of two hundred years of technological history with future projections to the late 21st century. Before joining PRICE Systems, Mr. Webb held key positions at Boeing, Rockwell, Econ, Inc., ACS, Inc. and Northrop Corporation.

Mr. Webb, who served in the 9th Marines in Viet Nam, says, "That's the way I estimate, right down to the trenches. I evaluate every sub-contractor and every prime contractor task. A lot of estimators like to operate at a higher level. But that's not where the technology is researched, and that's not where the design details are worked out. That's not where business is done."

Mr. Webb has been an active member of the International Society of Parametric Analysts since 1980 and has held a number of offices including President of the Southern California Chapter. In 1984, he received ISPA's Parametrician of the Year Award. A native Californian, Mr. Webb holds a BA in Quantitative Systems/Operations Research, with minors in mathematics and economics from California State University at Fullerton.
