Case Study: Young Engineers Use TruePlanning to Tackle Cost Problem Exercise for Florida Division of Emergency Management

A team of young engineers attending the recent ISPA-SCEA International Conference came together to perform a cost exercise that would support the state of Florida's decision to pursue an expanded state and Federally-linked system of emergency response command centers for natural disasters. The government agency used in the exercise was the Florida Division of Emergency Management with support from the Division State Fire Marshal and FEMA. To tackle this problem, the team used TruePlanning® by PRICE Systems to conduct cost/benefit analysis in two options—modify the existing system or perform a major upgrade on all existing systems.

NEWS+ANALYSIS Controlling Costs (Published in Government Executive)

More than 35 years ago, the Government Accountability Office wrote a scathing report on the Pentagon's cost-estimating procedures, finding that its calculations for developing and buying weapons systems were frequently understated and uniform guidance within each service was severely lacking, leading to cost increases of $15.6 billion. Some progress has since been made, but many agencies failed to heed GAO's early warnings to formalize a plan for measuring program costs. Faced with this growing knowledge divide, GAO has developed a first-of-its-kind document illustrating the best practices and sound management procedures.
