15% of all software projects are terminated before they produce anything. 66% are considered "challenged" or "operating failures." And of those that do complete, 43% are over budget (Source: Standish Group's Chaos Report). Poor software development cost and schedule estimates has been cited among the leading causes of these failures. Poor estimates are often the result of erroneous software sizing estimates. Programs typically underestimate the required number of lines of code to provide the desired functionality. The dilemma facing cost estimators is that the cost estimate is typically required before the product is well-defined.
How can you more accurately estimate software size early in a project's life cycle? Attendees will gain insight to estimate software size more accurately, and as a result, produce better software cost estimates. PRICE Systems will utilize its own True S cost model along with the Software Sizing Model XXI (created by Dr. George Bozoki of Target Software) to demonstrate these techniques. National Weather Service Takes Enterprise Approach to Multiple-Program Cost Estimating, Planning and Control
Multiple-program funding so critical to government agencies like the National Oceanic & Atmospheric Administration's National Weather Service (NOAA NWS) presents unique challenges. Capabilities to define, analyze, and justify programs at the agency level clearly and reliably are essential to receiving vital resources. At NOAA NWS and other government agencies, a shift is underway from individual program to "portfolio affordability management." The strategy calls for greater prioritization, integration, and extensibility of programs using PRICE's project and cost control best practices for compatibility with agency-level mission and oversight requirements.
