New White Paper: Tackling the Cost Challenges of System of SystemsThe DoD and its contractors face unprecedented challenges in planning System of Systems (SoS) projects. The challenges are intensified by heavy dependencies on software. Planners must decide which configuration of platforms best meets mission needs with respect to affordability, performance, and risk in the very early stages of a project. This paper, authored by PRICE Systems chief scientist Arlene Minkiewicz, presents research of cost issues associated with delivery of SOS capabilities. Included are highlights of cost differences from traditional projects and guidelines for high-level analysis of SoS costs to perform software configuration trade-offs and affordably meet mission needs. PRICE Systems Supporting GAO with Cost Assessment GuideA panel of over 100 cost experts from industry, government, and academia has been assisting the U.S. Government Accountability Office (GAO) with writing a Cost Assessment Guide. The purpose of the guide is to establish a consistent methodology for the development and management of federal program cost estimates. The guide is scheduled to begin final review by the panel this month, followed by public release of an exposure draft on the GAO website in June or July 2007.
