SPS Leader Colonel Jacob Haynes Retiring After 25-Year Army Career

Retiring Army Col. Jacob Haynes is best known to PRICE Systems from his work on the DoD's Standard Procurement System (SPS) program. He led the team that leveraged PRICE TrueMethods™ to help transform the SPS from near catastrophe to a model for government-wide, world-wide procurement.

Under Col. Haynes direction, the SPS program was recognized with the Grace Hopper Government Technology Leadership Award, the Intergovernmental Solutions Award and two international awards. His success with SPS was covered by Government Computer News and was recognized with awards such as the Federal 100 Award for information technology and the first Government Leadership Award.

The SPS program however was a culmination of increasingly challenging positions in which Col. Haynes excelled over his 25-year career, and yet another example of his leadership and wisdom in and outside of the military.

From Army Project Manager to Government Expert

Col. Haynes established his career track in project and program management on programs such as the CONUS Freight Management System, Automated Air Load Planning System, Tactical Quiet Generator Program, and PM Mobile Electric Power for which he was recognized with the Secretary of the Army PM Award for project management.

He built his reputation the hard way: through years of difficult decisions, sometimes unpopular choices, and by inspiring project teams to follow his lead. That often meant extending oneself beyond their comfort zone, accepting change, and embracing new methods to get jobs done.

In 1999, prior to SPS, Col. Haynes accepted leadership of the Transportation Coordinated Automated Management System II (TCAIMS II), another struggling program two years behind schedule with significant cost overruns and flagging user confidence. In a mere 12 months, he turned TCAIMS II into a successful program: on schedule, on budget and meeting all performance goals. Today, TCAIMS is the DoD's largest IT Transportation program.

Once having risen to the status of a well-known and widely respected expert in turning around troubled IT programs, Col. Haynes became a much sought-after speaker and has been featured in articles by several national publications. PRICE Systems was honored to have him deliver the keynote address at our 2004 European Symposium in Athens. He is frequently contacted for his advice and opinions on IT and procurement programs by persons in various government departments (not just the DoD) and in the civilian sector.

A Leader in Life

When off the job in government, Col. Haynes is on the job in the greater Washington community, selflessly lending his leadership and program management skills to important causes. As a member of the Board of Trustees of the Saint Coletta School of Greater Washington-a non-profit institution for children with moderate to severe retardation, autism, and secondary disabilities-he consults on financial and program management, and is a welcome visitor among the student population.

Col. Haynes was also instrumental in the formation of STEEED (Soaring Towards Educational Enrichment via Equine Discovery)—a non-profit organization dedicated to expanding the educational and recreational opportunities for youth and families in communities that traditionally would not have access to such activities. A member of STEEED's first Board of Directors, his guidance and support assisted the organization in obtaining its first Washington, DC appropriations grant package.

Col. Haynes is also on the Board of Directors for the Dale City Multicultural Scholarship Committee, which works to provide four-year scholarships to students in need and who have demonstrated exemplary community service.

Exemplary service, whether in the military or the community, is an area where Col. Haynes is very qualified to judge. It has been our honor to have worked with him. We wish him every success in all of his future endeavors.
